Besides, the culture and handicraft, specifically of the Bastar region, have been a part of our design process for the Capitol Complex. They are high on our priority list of architectural indulgence.

In our belief, Conceptually, man is the measure. It has become our primary Concern and has motivated our design approach in all our endeavours. This is followed while designing the Capitol Complex for the state of Chhattisgarh too.

The two main axes crossing at the Centre of the master plan creating a plaza with two Water bodies and reflective pooIs running along the margins are the basic design elements that lay down the frame Work for further delineating; anchoring the entire geometrical Composition of the Capitol Complex. The overall Configuration of the Various architectural elements is thus held in an organic whole. Appropriate inclusion of few more water bodies is a Visual treat. Their all-pervading presence in this architectural Composition immensely adds to the spirituality of the place. Geographically, Culturally, historically as also architecturally, this Capitol Complex as presented is an architectural viewpoint. Besides, if design is the essence of life, good design is the essence of good life.

The founding of the Complex was not based on the Sociopolitical Considerations alone; it was also to bring out the full potential of the region; Chhattisgarh has a land mass of 1,35,194sq km, out of which 40% is presently under green Cover. The hidden wealth of the minerals and many precious materials if efficiently managed and well administered, show immense possibilities of their metamorphosing into a value addition system that shall make Chhattisgarh a place of prosperity.

Nonetheless, it is in the architectural indulgence of newly born state of Chhattisgarh, without being a relic of ancient times that an attempt is made to reflect the age of "new Spirit". Being the Symbol of Collective governance, it is in this manner that as designers we are Convinced that the building typologies, their representational Content and the sense of the new aesthetics (Without being unduly burdened with the history and the old traditions) of the new capitol at Naya Raipur as discovered, shall reflect dignity of people's aspirations and the ethos of the present day society in Chhattisgarh. For it is this, that Symbolises the high degree of Collective wisdom of the people whom it belongs to. In terms of promising better quality of life, increased conveniences and more comforts, as a newly created human settlement, it to date is kept out without any burden of imports. What it offers is an efficient liveable human Settlement with all the social inputs supported by proper modes of transport, free automotive traffic flows with
adequately designed road networking and more. Provision of area-Centric auto oriented avenues and the widest roads laying cycle tracks and similar ingredients of urban planning, as also preserving the site specific geo-natural features covering more than 108-ha, etc., is the final makeup of the Capitol Complex.

The third zone is the service zone in the form of courtyard for cooking and Serving food. The toilets also are located here. Sometimes there are exclusive bhojana halls to serve food. The Central axis is how ever maintained and the planning is Symmetrical. Some Viduthis are divided into two, three or four divisions, paralleling each with their own central axis about which it is planned. These axes run parallel to each other starting at their respective entrance with well detailed main door flanked between the colonnaded thinnais on either side. The Illupakkudi Viduthi has two divisions, one for administrative functionalities and other for performing rituals. The Vituti was directed by a board of trustees and employed a manager and staff to provide services for travelling Nakarattars. These services included, in addition to provision of lodging and meals, provision of mailing facilities, making travel arrangements, Clearing baggage at local customshouses, and arranging for absentee prayers at local temples. In short, vitutis were extremely useful in the mobile world of the Nakarattar. Vitutis were normally financed primarily by large gifts or endowments (kattalais) and operating costs were also subscribed through endowment. In addition, every guest paid what amounted to a nominal rent (called makinai, like the Nakarattar religious tithe) fixed by the manager of each Vituti and subject to revision according to need.
